2027 Community Assistance Funding and Thread Up Oxford
The city proposes $161,000 in grants to local nonprofits, but council isn't sold on how the money is split — especially the $11,000 earmarked for Thread Up Oxford. The city manager will broker a compromise with the Mayor and Vice Mayor.
Supplemental budget appropriations for 2026
The final budget amendment puts $160,000 of cannabis tax money toward solar panels on the Senior Center roof and adds trail benches and trees paid for by the Oxford Community Foundation.
2027–2031 Capital Improvement Program
The city's five-year plan for big infrastructure and equipment spending — $8 million in 2027 alone. It shapes which roads get repaved, which water mains get replaced, and what fire and police gear the city buys. It'll be folded into the 2027 budget proposal.
City Manager Elliott retirement
Doug Elliott told Council he'll retire February 1, 2027, after 19 years as city manager, drawing heartfelt tributes from council members and staff. Council also previewed the 2027 Capital Improvement Plan work session set for September 14.
Charter Review Commission recommendations
The Charter Review Commission recommends eight charter changes packaged as one ballot item; one resident urged separate votes on the Mile Square dwelling-size provision and city manager residency requirement.
TOPSS food pantry expansion
The city's $300,000 ARPA grant to TOPSS was broadened so it can cover interior build-out of the new pantry facility and repurposing of existing buildings, with all spending required by year's end.
