Civic issues
Topics getting the most attention in Oxford public meetings, ranked by how frequently they come up.
Recording of Housing Advisory Commission meetings
A membership conflict (planning commission rep plus nine-member cap) prompted the HAC to rewrite its own rules: five resident members plus up to four with housing expertise, school-district residency, and removal after three unexcused absences.
Western Knolls 47-acre development RFP
The Housing Advisory Commission is refining a draft request for purchase for the 47-acre Western Knolls area, synthesizing ideas from earlier design charrettes.
Municipal Solar Projects
A $2.6 million, one-megawatt solar array at the wastewater plant broke ground planning this month, with completion targeted by year's end. ODOT also approved advertising a $900,000, fully grant-funded EV charging project — four fast chargers at the Uptown Parks surface lot and two at the municipal building.
New ambulance purchase for Fire Division
The fire division is getting a 2026 Ram/Horton ambulance at state contract pricing, up to $385,406.17. It keeps the city's emergency medical fleet current.
Outsourcing Aquatic Center operations in the 2027 budget
Council adopted the city's 2027 tax budget, which sets expected tax revenue and goes to the county auditor. A public hearing drew no comment.
Coalition for a Healthy Community update
Amy Macechko of the Talawanda School District will give the Coalition for a Healthy Community's annual report — a look at community health and wellness efforts locally.
Household hazardous waste collection day
Council will consider applying for up to $50,000 from Ohio EPA's Recycle Ohio grant to hold a household hazardous waste collection day, with the city chipping in up to $12,500 if the grant is awarded. That's a chance for residents to safely dispose of paints, chemicals, and similar materials.
Release of Habitat for Humanity Public Improvement Bond
The city held a $67,600 bond tied to Tri-State Habitat for Humanity's home construction at Fuller Way and Carter Court. Releasing it would close out that improvement project.
2026 Property Tax Rates and Levies
A proposed Ohio constitutional amendment would eliminate property taxes without replacement funding — city staff warned it would cut about $2 million (11.9%) of Oxford's general fund and 44% of school district revenue.
New liquor license for 30 W. Walnut St.
A new restaurant operator is seeking one of Oxford's scarce quota-limited D-1 beer licenses for the former OPA Island Grill spot; council let the notice pass without requesting a hearing.
Skate Park at TRI Community Center
The city will chase up to $150,000 in federal grant money to upgrade two heavily used park shelters, with an award expected in spring 2027.
Water Softening Treatment Facility
The city is borrowing about $20 million at 2.51% for the membrane softening plant; the $283,846 payment covers loan administrative costs. Loan repayments come from water user fees starting January 2029.
Oxford Community Arts Center lease and tax credits
The Arts Center is seeking a Miami University lease revision needed to unlock roughly $3.5 million in tax credits for its $10 million building renovation, and asked council for a written statement of support.
Oxford Area Trail System and rail projects
Building the trail loop disturbed about eight acres of habitat for endangered Indiana bats and northern long-eared bats, so the feds require the city to pay $111,096.73 to protect replacement habitat. Council Member Ornelas wanted more detail before voting but the payment passed.
CDBG Grant for Leonard Howell Park and Tri Community Center
The city was set to authorize applying for up to $150,000 in federal Community Development Block Grant money for park and recreation upgrades at Leonard Howell Park and the Tri Community Center.
Notice Re: The Chicken Fingers LLC
Official notice to council about The Chicken Fingers LLC at 30 W. Walnut Street — a step in the economic development/liquor notification process.
Capital Projects and Infrastructure
The 2027 wish list includes $900,000 for street resurfacing, $1 million for College Corner Pike, a $2.8 million passenger rail platform, $250,000 for a synthetic athletic field, a new parking garage elevator, and trail work.
2027 Community Assistance Funding and Thread Up Oxford
The city proposes $161,000 in grants to local nonprofits, but council isn't sold on how the money is split — especially the $11,000 earmarked for Thread Up Oxford. The city manager will broker a compromise with the Mayor and Vice Mayor.
FY 2027 Operating Budget
The proposed budget raises General Fund spending 2.8% to about $15.2 million, with a 4% raise for non-union staff and public safety taking over half of operating costs. Council will vote on the appropriation ordinance after readings in November.
Water and Solid Waste Rate Increases
Water bills could rise 10% to help repay loans for the $24.7 million water treatment plant modernization, and trash rates would go up 4% under the Rumpke contract.
Sidewalk, Curb, and Gutter Improvements
Council declared it necessary to re-pave and repair sidewalks, curbs, and gutters on certain properties, with a companion assessment ordinance introduced. Property owners on the Exhibit A list would pay the assessments.
Town-Gown Student Conduct Concerns
Miami University's student government flagged rising party, noise, and drug/alcohol incidents, and is building education materials on the university's Good Samaritan Policy so students seek help in emergencies.
Uptown Trash Receptacles and Public Art
A Miami University student survey of 175 residents found public art boosts belonging and connection in Oxford, and recommended more live arts events, university partnerships, and pop-ups in vacant storefronts.
Safe Streets For All Safety Action Plan
The city secured another $250,000 in federal funds — no local match — to hire engineers to comprehensively study why crashes happen across the whole city, from distracted driving to speed limits, feeding future capital planning.
Supplemental budget appropriations
The city's 15-year-old phone system loses vendor support January 1, 2027, and replacement parts are unavailable. A supplemental appropriation funded by cannabis excise tax would buy a new system this fall; it returns for a second reading in October.
2026 Street Resurfacing Program
The first of four votes for next year's paving program, covering the Northwest Quadrant, Spring Street, Park Place, and Bonham Road, boosted by a $330,000 state grant.
Liquor License Filings — Topshelf Shots and Drunken Amigos II
Two D-5 permit matters came before council: a TREX transfer for The Woods (adding wine sales) and a 4-3 vote to accept the 'Drunken Tacos' transfer without a hearing despite name objections.
County-Wide OVI Task Force Grant
Oxford will again serve as lead agency for a $250,000 state grant funding extra impaired-driving patrols and checkpoints across eleven Butler County agencies.
